As Russia's illegal invasion of Ukraine continues, Canada remains committed to supporting Ukrainians and their family members who have sought a temporary safe haven in Canada. https://www.canada.ca/en/immigration-refugees-citizenship/news/2025/02/canada-extends-some-temporary-measures-for-ukrainians.html 

​Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that Ukrainians and their family members who arrived in Canada under the Canada-Ukraine Authorization for Emergency Travel (CUAET) on or before March 31, 2024, will now have until March 31, 2026, to apply for a new open work permit valid for up to three years, renew an existing work permit, or apply for a new study permit, subject to standard fees. Those who wish to renew their status as a visitor or student can continue to apply to renew as they have.

These temporary measures will allow Ukrainians and their family members to continue to work and study in Canada during this difficult time, and eventually return home when it is safe to do so.

Access to free settlement services for all Ukrainian temporary residents and their family members in Canada are available until March 31, 2025.

Quick Facts
  • The Canada-Ukraine Authorization for Emergency Travel (CUAET) was launched in March 2022 as a temporary special measure to provide immediate assistance to Ukrainians fleeing the war in Ukraine.
  • Nearly 300,000 Ukrainians and their family members were welcomed to Canada under CUAET.
  • Ukrainians and their family members arriving under CUAET were also provided federally-funded settlement services and in-Canada supports, including transitional financial support and temporary accommodations.
  • All CUAET clients in Canada must apply to extend their status before the expiry date of their current visitor record, work or study permit. If they apply before the expiry date, they can continue working or studying with maintained status until we make a decision on their application.
  • Ukrainians can still apply to extend their temporary status in Canada, even if their passport is not up-to-date. Each case will be assessed on an individual basis.
  • The Canada Border Services Agency currently has an Administrative Deferral of Removals in place for Ukraine.

Ukraine immigration measures for those who arrived in Canada on or before March 31, 2024: Open work permits

The information on this page is for you if you were approved under the CUAET measures and you arrived in Canada on or before March 31, 2024. If you arrived after this date, you must meet the eligibility requirements to apply for a work permit under the regular process.

You may be eligible for an open work permit under the Ukraine immigration measures if you meet both of the following requirements:
  • ​You were approved under the CUAET measures, and you arrived in Canada on or before March 31, 2024.
  • You’re currently in Canada with valid temporary resident status under the CUAET measures.
If you’re eligible, you
  • can apply to get a new open work permit that’s valid for up to 3 years
  • can apply to extend your current open work permit
You must pay standard application fees.

Deadline to submit your application
You must submit your application on or before March 31, 2025.

​The Prime Minister today announced an additional $100 million in humanitarian support to respond to the worsening humanitarian crisis in Ukraine and neighbouring countries, helping to provide added emergency health services, including trauma care, protection, and necessities such as shelter, water, and food. These funds will be allocated to experienced humanitarian partners who are best positioned to reach those most in need, quickly and efficiently. With today’s announcement, Canada has provided $245 million since January 2022 in humanitarian assistance to respond to the impacts the conflict in Ukraine. Click on link below to read more.

The resiliency and courage of Ukrainians have inspired the world, and Canada is unwavering in its commitment to provide support to Ukraine as it fights for its sovereignty and for the democratic ideals that our countries share. In response to Vladimir Putin’s full-scale invasion of Ukraine, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, today announced the launch of the Canada-Ukraine authorization for emergency travel (CUAET). The CUAET is a special, accelerated temporary residence pathway for Ukrainians seeking safe haven in Canada while the war in their home country continues.

To relieve poverty by providing necessities of life, including food, clean water, clothing, protective gear and/or shelter to needy immigrants and Ukrainian refugees and their families as well as offering financial assistance necessary for their relocation and settling in Canada and referring them to the appropriate resources, if necessary.
  3. To relieve poverty by providing financial assistance, to be used for necessities of life, to poor families of volunteers who quit their jobs to travel to Ukraine to help victims of war.
  4. To provide education, counseling and other support services to needy immigrants and Ukrainian refugees including job search programs, translation services, accompaniment and referral service during administrative procedures and information programs on Canadian culture and life in Canada.
